Making employment a sustainable route out of poverty
In February 2010 the Joseph Rowntree Foundation published a paper:" Cycles of Poverty, unemployment and low pay" by Chris Goulden. Some of its key conclusions were:
- Work cannot provide a sustainable route out of poverty if job security, low pay and lack of progression are not addressed.
- Guidance for people seeking work could be improved by directing people to jobs acting as stepping stones to better pay and conditions (needs research to identify these)
- Pay levels and job security needs to be improved through the national minimum wage and through public procurement and childcare needs to be more available and affordable.
